The law expands the State task force on human trafficking and sets clear meeting rules. Members include leaders from criminal justice, health, labor, family and victim services, the State Police, the Secretary of State, and transportation and motor vehicle agencies, including the Thruway Authority. The Governor also appoints seven members: two recommended by the Senate leader, two by the Assembly Speaker, two by the nonprofit that gets the most state funds to aid trafficking victims (named yearly by the budget director), and one by the president of the New York State Bar Association. Appointees serve two-year terms, stay until a successor is named, and may be reappointed. The criminal justice and temporary and disability assistance commissioners co-chair the group. It meets as needed but at least three times a year, and members get written notice before each meeting with the date, time, and place. These changes take effect immediately.
