OCFS compiles all district reports into one county-by-county report. It sends it to the Governor and state legislative leaders by December 1, 2027, and every year after. Reports keep families anonymous and cannot include names, addresses, or other identifying details. The report shows access to subsidized infant, toddler, pre-school, and school-age slots across counties.
Starting October 1, 2026, districts record the incomes of families who apply for child care assistance. They track how many get help and how many are denied. By October 15, 2027 and every year, districts report counts by income bands tied to the state median income for your family size: under 50%, 50–75%, and 75–85%. Reports cover each month from October 1 through September 30 of the prior year for both recipients and denials.
The law takes effect October 1, 2026. Agencies can write and finish needed rules before that date. Districts do not have to create waiting lists or collect income data for people who applied before October 1, 2026. New tracking applies only to applications on or after that date.
Beginning October 1, 2026, each local social services district keeps a waiting list for families who applied for child care help and have not received it. The list shows the date you asked, the date you got help, your child’s age(s), and the total families on the list each month. Districts must collect and send this data to the Office of Children and Family Services in the form and time OCFS sets to meet federal rules. By October 15, 2027 and every year, districts file a report for the prior October 1–September 30 with average wait times, counts in set wait bands (less than two weeks up to one year or more), child ages, counts by slot type, existing subsidized slots, and families waiting for certain programs.
