Free audits and 100% insulation grants for public buildings

The state runs a Mechanical Insulation Energy Savings Program. School districts, public hospitals, public housing buildings, and political subdivisions can apply. A single building must be at least 20,000 square feet. You must request and complete an approved mechanical insulation audit. The audit is provided at no cost. After the audit, the authority issues a grant that pays 100% of eligible insulation costs. Eligible costs include materials, facings, accessory products, and on‑site installation labor by a qualified contractor, following state labor law. Within one year of the law taking effect, the authority sets program rules, identifies funding, and sets guidelines for preferred applicants, buildings, and energy savings.

New standards for insulation contractors

Contractors on program jobs must be in an apprenticeship agreement in good standing. They must be appropriate for the type and size of work. Work must meet ASHRAE Standard 90.1-2007 for buildings other than low‑rise homes. These rules can limit which small contractors qualify and may raise compliance costs.
