Beginning July 1 after the law’s enactment, New York colleges must publicly post their policy on telling a parent, guardian, or emergency contact about alcohol or controlled substance incidents for students under 21. The policy must cover rule breaks, violations of law, and hospital visits or overdoses linked to alcohol or controlled substances. Colleges must also give regular training to relevant staff on FERPA health and safety emergency rules and how those rules guide responses to overdoses or hospital visits. Each college chooses which staff are covered and how often to train.
