Thoroughbred breeding fund runs three years longer

New York keeps the thoroughbred breeding and development fund in place longer. The act now expires 17 years after the Aqueduct racetrack video lottery facility begins operation, not 14. That gives breeders and related small businesses three extra years of fund programs and payments after that start. The law does not change payment amounts or add new money.
