Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

No license for pure syrup or honey

Processors who make syrup from tree sap or honey do not need a state processing license if they meet all rules. You must not buy syrup from others to repackage. You must not add ingredients that can grow harmful germs. You must keep the facility clean and sanitary. This law takes effect immediately.

New license fees and breaks for food processors

The law updates state license fees for food processing businesses. These changes take effect immediately. If the department says your operation needs intensive oversight, the fee is $900. Small-scale processors pay $175 per facility (not exempt, not a chain store, and 10 or fewer full-time employees). First-time applicants in a shared kitchen incubator get their license fee waived for two years. For very small staffs, the department prorates fees and can carry a prior fee to a new site if you left 6+ months before expiry, apply within a year, and the old license was not suspended or revoked. Chain stores pay a tiered fee: $100 (≤6 months), $200 (>6–12 months), $300 (>12–18 months), or $400 (>18–24 months), based on the license period window set by the department.
