Clear rules on policy cancellations

Beginning December 31, 2028, a cancellation that requires notice is not effective against others besides the named insured and their household until the insurer files a notice with the DMV or a new policy is in place. A filed notice in the DMV format is effective on the certified date, even if no suspension order is issued.

Insurers must share data and proof

Beginning December 31, 2028, auto insurers in New York must give the DMV data on all policies issued, canceled, non‑renewed, and lapse dates. The DMV may exempt some vehicle classes. Insurers must also give you proof of insurance when they issue your policy, in a DMV‑approved form.

Police and barcodes verify insurance

Beginning December 31, 2028, on‑duty police can use the DMV system to check insurance in the field. The DMV creates a machine‑readable code on a registration sticker or a plate sticker. Authorized users can scan it to see the owner, VIN, insurer, and current insurance status. The design must protect drivers’ privacy.

Statewide online car insurance check

Beginning December 31, 2028, the DMV runs an online system to verify required car insurance. It supports electronic requests and fast responses set by the DMV. The system must protect data and use national data standards with insurers. It has a pilot of at least one year, and the DMV must certify it is fully operational before declaring it live.

Strong privacy rules for your data

Beginning December 31, 2028, the DMV may not disclose, sell, or release system data except as allowed by federal law. Only authorized people can access the data. Knowingly releasing data without permission is a misdemeanor.

How the state funds insurance checks

Beginning December 31, 2028, the DMV funds the system with three sources: 25% of certain civil penalties, grants, and pro rata assessments on all auto insurers based on their premiums. Assessments on insurers can affect premiums.
