The law lets the City of Buffalo privately underwrite or privately sell its serial bonds or notes issued on or before June 30, 2026. Sales must be by negotiated agreement, and the New York State Comptroller must approve the terms. The city may pay a negotiated fee, or sell to an underwriter at a discount below face value plus accrued interest. These underwriting or placement costs count as preliminary costs, so the city can include them in the bond financing. The law takes effect immediately.
