This law applies in New York City. City officers, employees, and agencies that already enforce city rules on sales of tobacco to minors now count as enforcement officers under state law. They can use the same enforcement and hearing procedures for tobacco products and smoking paraphernalia. For cases under section 1399-ee, the city’s Office of Administrative Trials and Hearings serves as the enforcement officer. The law takes effect immediately.
