The city can only use camera photos to process liability notices. You can see your images while they are kept, but the public cannot. Release is allowed only with a court-issued warrant or a judge-signed subpoena that shows reasonable cause. The city must destroy images after the final decision or one year, whichever is later. State public-records law also exempts these images from disclosure.
Each speed camera must pass a daily self-test and have a yearly calibration by an independent lab with a signed certificate. Trained operators must keep signed daily setup logs until related cases are resolved. Warning signs must meet standard traffic rules. Photo evidence must include at least two dated rear images showing the same stationary object. The city must buy or lease equipment using normal competitive bidding rules.
The City of Schenectady runs a demonstration using speed cameras in up to 20 school zones. It runs on school days during school hours and one hour before and after, and during student events plus 30 minutes. If your car, used with your permission, is recorded going more than 10 mph over the limit, you owe $50; ignoring a notice can add up to $25. This is a civil notice only, not a conviction; it does not go on your driving record, and insurers cannot use it. You can contest it at the parking violations bureau; in leases, liability can shift to the lessee if the lessor provides the correct info on time. The program starts 30 days after enactment and ends December 31, 2030.
