Bigger insurance when using car sharing

During each sharing period, the program must carry liability insurance at least three times the state minimum. Coverage must also meet New York no‑fault and liability rules. For every trip, the owner and the driver get extra liability insurance or a chance to buy it. Programs may also offer other optional coverages for a price. Insurance can be scheduled for sharing periods and does not have to match the car’s registration dates. These rules apply beginning 180 days after enactment.

Limited insurance licenses for car-sharing companies

The state can give rental and car‑sharing companies a limited license to sell certain trip‑related insurance. Licensed companies must run a state‑approved training program for employees and sales reps. They cannot advertise themselves or staff as licensed insurance agents or brokers. If the insurer consents in writing and charges are itemized on the same bill, collected premiums do not have to be held in a separate trust account. These rules apply beginning 180 days after enactment.

Clear car-sharing insurance prices and disclosures

Every car‑sharing agreement must itemize the daily rate, fees, and any insurance or protection costs. It must list an emergency number, show coverage limits and exclusions, and describe extra coverages offered or provided, with proof if you buy. At each sign‑up spot, brochures must name the insurer and explain price, deductibles, benefits, limits, exclusions, claims steps, that purchase is optional, and your cancellation/refund rights, and note possible overlap with your own policy. Brochures must be filed with the state before use and use clear language with bold 12‑point headings for key terms. These rules apply beginning 180 days after enactment.

Simpler claims notice for shared cars

If any party or insurer gets a claim notice about a shared car, it counts as notice to all. The person who gets the notice must send it to the others. This helps move no‑fault and liability claims faster. The rule applies beginning 180 days after enactment.
