The law lets Rockland County add up to 1.0% more in sales and use tax on top of its 3% local rate. The 0.625% authority runs March 1, 2002 through November 30, 2027. The 0.375% authority runs March 1, 2007 through November 30, 2027. These rates apply only if the county passes a local law. Shoppers pay the extra tax on taxable purchases made in Rockland.
If the county collects the extra 0.625%, it sends 20% of net collections to towns and villages, split by population. If it collects the extra 0.375%, towns and villages with police get a share. They get 16 2/3% of net collections from March 1–December 31, 2007, and 33 1/3% from January 1, 2008–November 30, 2027. That money is split by each department’s share of full-time officers. Funds from the 0.375% share cannot pay police salaries that were or will be negotiated.
