Online reports and two-week pole inspections

The Public Service Commission posts an online form for anyone or telecom workers to report unsafe or noncompliant pole attachments. The form takes date, time, location, a description, owner or attacher or contractor details, and photos. The commission must inspect reported complaints within two weeks and decide if a violation occurred. If it finds a violation, it must notify the responsible utility or attacher within two weeks of that finding.

Standard IDs for utility pole work

Pole owners and attachers must send identifying info to the Public Service Commission when they add an attachment or when a pole or attachment is modified, repaired, or inspected. They must include who owns the equipment, the contractors involved, work start and estimated finish dates, and any other data the commission requires. The commission keeps all submissions in one electronic database and sets a uniform format for filing.

Fines and stop-work for unsafe poles

When the commission finds a violation, it must notify the violator in writing. The violator has one week to fix it, unless the commission changes the time. If not fixed or not satisfactory, penalties apply: a first violation up to $20,000; a second up to $50,000; a third can trigger a stop‑work order in the county. For one‑touch make‑ready rule violations, the commission can fine up to $20,000. Twice a year, the commission lists attachers, internet providers, and contractors with three or more violations and shares the list with state agencies. These steps push faster fixes and safer poles.

List contractors on right-of-way permits

To get a public right‑of‑way permit, applicants must name every contractor, subcontractor, or agent who will do the work. If that lineup changes after filing, they must update the municipality within five business days.
