Grants for Harlem cultural districts

The law designates two Harlem cultural regions. East Harlem (El Barrio) runs from East 96th St to East 125th St, 5th Ave to the East River. The Harlem Renaissance Cultural District runs from 110th St to 155th St, 5th Ave to the Hudson River. Cultural groups and community projects in these areas can get grants, technical help, or other aid from the State Council on the Arts. The Council decides who qualifies and who gets awards. The law takes effect immediately. It does not set any funding amounts.

Rules for adding new cultural districts

The State Council on the Arts can add more cultural regions. Any new region must be compact, contiguous, and share a clear cultural heritage. This allows more places to qualify but sets limits on where. It does not name new areas or provide money. The law takes effect immediately.
