Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

County shares extra 1% with local governments

If Albany County charges the extra 1% tax, it must share the net money every quarter. Shares to cities and the area outside cities must match the split used for the county’s 3% tax as of this law’s effective date. Towns and villages receive money the same way they do under the 3% tax. If a city uses its state‑granted right to levy its own sales tax, the county does not have to share the extra 1% with that city while that city tax is in place.

Albany County shoppers pay 1% more sales tax

The law authorizes Albany County to add 1% to its local sales and use tax, on top of its 3% rate. When the county applies this add-on, you pay 1% more on taxable purchases made in the county. This authority runs from September 1, 1992 through November 30, 2027.
