The law requires every county to create and keep a countywide emergency medical services plan with its regional EMS council. Counties must meet with cities, towns, and villages to assess current service, plan where more service is needed, choose how service will be organized, and estimate costs to raise service levels. The plan must name who provides EMS in each area and explain how costs are assigned. Service can be provided by local governments, regional deals, special districts, non‑profits, or for‑profit contractors. Counties must finish the plan within six months of the law’s effective date and send it to the State Department of Health and the State EMS Council for review and comment. Depending on each plan, costs may fall on local governments or customers.
