Court pay, benefits, and bills funded

The judiciary has $175 million to pay payrolls due April 1 through May 1, 2025. It also has $300 million to pay employee benefits for that month. The law adds $25 million for non‑payroll operating bills and $30 million for aid owed to localities. This keeps court staff paid and courts operating during that window.

Medicaid funding keeps care running

More support for developmental disability services

OPWDD community services funding rises to $421.525 million for the year starting April 1, 2025. The money reimburses or advances local governments and nonprofits for services. It covers local fiscal periods that begin January 1, April 1, or July 1, 2025.

More money for unemployment checks

The state raises the unemployment insurance benefit fund to $945 million for the fiscal year starting April 1, 2025. This money pays eligible claims under state law and related federal programs. It helps keep unemployment checks flowing to job seekers.

State worker pay and benefits covered

The law funds state employee paychecks due April 1 through May 1, 2025 with $1.631 billion. It adds $588.125 million for fringe benefits like health and retirement and $119.45 million for the state’s Social Security contributions. It also provides $2.6 million for the state‑paid metropolitan commuter transportation tax. Normal payroll rules and withholdings still apply.

Extra funds for state operations

General State Charges funding rises to $595.945 million for the year starting April 1, 2025. This money helps state agencies pay core operating costs and keep services running.

More help for veterans and housing

The state provides $385,000 for annuities to blind veterans and eligible surviving spouses (up to $15,000 may cover admin costs). It also funds $434,000 for advising and housing help for homeless veterans. These programs run in the year starting April 1, 2025.

More funds for local public health

The Department of Health gets $40.17 million for community health programs. The state can reimburse or advance local governments and nonprofits for 2025 local fiscal periods. This supports local public health services across the state.

Budget timing and control rules

The payment window extends through May 1, 2025, so more bills can be paid in this period. Agencies cannot spend these funds until the budget director issues and files a certificate; this rule does not apply to the legislature or the courts. After the final budget passes, the comptroller must move these interim charges to the final appropriations.
