The law revives Baldwinsville’s 2021 rule as it stood on August 29, 2022. Beginning 60 days after enactment, the village can use existing sewer‑rent money for other local infrastructure, not just sewer work. This authority lasts five years from that start date. Section 3 takes effect immediately. For people who pay village sewer rents, this changes how that money can be used and may shift funding toward other projects.
