The law increases Unemployment Insurance funding to $1.14 billion for the year starting April 1, 2025. It pays benefits under the Labor Law and any federally authorized unemployment programs.
The law funds Medicaid at $8.65 billion for the year starting April 1, 2025. It also sets a statewide Medicaid state‑fund cap of $33.417 billion from April 1, 2025 to March 31, 2026. If spending is projected to exceed the cap, the Health Commissioner can adjust payments or benefits after notice and consultation. The state replaces $121.2 million in older appropriations with this year’s funds. The state must post changes and report quarterly, and can raise the cap for things like federal match changes or disasters.
The law provides $109.366 million for children’s health insurance. It raises community health funding to $47.66 million to support local public health services. It also raises federal food and nutrition funds to $40.66 million to support SNAP, WIC, and related programs.
The law provides $369.352 million for the state share of medical assistance for people with developmental disabilities. It also raises OPWDD community services funding to $433.306 million. Funds may reimburse or advance localities and nonprofits based on local fiscal periods to keep services stable.
The law provides $422 million for state health insurance and retiree health premiums starting April 1, 2025. It raises the fringe benefits fund to $622.125 million and the state’s Social Security contribution to $153.45 million. It also raises General State Charges to $629.945 million. These funds help pay health, retirement, and other employer‑paid costs for state workers.
From April 1 to May 7, 2025, the law funds $265 million for judiciary payrolls and $300 million for employee fringe benefits. It also provides $25 million for non‑personnel court costs and $30 million for payments the courts owe to local governments. This keeps court operations and paychecks on schedule during the budget transition.
The law provides $385,000 to pay annuities to blind veterans and eligible surviving spouses starting April 1, 2025. Up to $15,000 may pay program administration costs.
The law provides $1.52 million for the EPIC program starting April 1, 2025. It pays program costs and reimburses participating pharmacies, including some costs from before April 1, 2025.
The law provides $7 million for Indian health services starting April 1, 2025. The money covers services and related assistance.
The law raises funding for veterans’ housing advising to $532,000 for the year starting April 1, 2025. It supports services for homeless veterans and related program costs.
The law provides $34 million to pay state operating bills from April 1 through May 7, 2025. Agencies cannot spend these funds until the Budget Director files a certificate of approval; the Legislature and Judiciary are exempt. After the final budget is enacted, the Comptroller moves these charges to the final budget lines and repeals the temporary amounts.
