Defenses and leased car rules

You have defenses and special rules. A certified police report is a defense if the car was reported stolen before the ticket and not yet recovered. You can also use a broken traffic signal as a defense. If you rent out cars, send the lease that covers the date and shows the renter’s name and address within 37 days; then the renter is liable. The law presumes drivers had owner consent; it lets owners who were not driving sue the driver for costs and says owners are not fined if the driver had that consent. Driver liability under the underlying traffic law still applies.

Red light camera tickets in Croton

The law lets Croton‑on‑Hudson run a red‑light camera pilot at up to three intersections. If your car was used with your permission and a camera shows a signal violation, you can be held liable, unless an exception in this law applies. Each ticket is up to $50, and up to $25 more can be added if you do not respond on time. The village mails notices by first‑class mail and explains how to contest; a mailing record counts as proof it was sent. A sworn village technician’s certificate and the photos count as initial proof, and cases are heard by the traffic violations bureau or the local court. These penalties are civil only and do not go on your driving record or affect your insurance.

Privacy limits and image access

The village must try to avoid images that show the driver, passengers, or what is inside the car. A ticket is not dismissed just because contents are visible if the village made a reasonable effort to protect privacy. Photos and videos from the program are exempt from public records disclosure. These rules apply during the pilot through December 31, 2030.

Program dates, reports, and setup

The law defines who counts as the vehicle owner and what counts as a camera system. The village must file a report by June 1 each year with locations, crashes, tickets, outcomes, revenue, and costs. Equipment purchases or leases must follow competitive bidding rules. The law takes effect on the 30th day after it became law. All program authority and related local laws end on December 31, 2030.
