Bryan Jolly can join 20-year pension

The law lets Bryan Jolly, a Tompkins County deputy sheriff as of March 12, 2018, join the 20-year retirement plan. He gets credit for his county deputy sheriff service even though he missed the sign-up when promoted. Tompkins County must first elect within one year of the law’s effective date and file a resolution and a certification that he was not at fault. Jolly must also file his own election with the State Comptroller within 18 months of the law’s effective date. If both filings are made, he gets full rights and benefits under the 20-year plan.

County must pay past pension costs

The law makes Tompkins County pay all employer past service costs to carry out this act. The county can spread these payments over five years. The State does not pay these costs. The fiscal note estimates about $69,300 in one-time past service cost (or about $15,500 per year for five years) and about $8,900 added to annual contributions for FY 2026; future costs can change.
