Twenty-year retirement option for Bryan Jolly

This law takes effect immediately and gives Tompkins County deputy sheriff Bryan Jolly an optional 20-year retirement plan. He can receive full credit for deputy sheriff service previously credited under the county’s 25-year plan. He must have been a county deputy sheriff on March 12, 2018, and belong to that 25-year plan. He must have missed the earlier application when promoted through no fault of his own. Within one year of the effective date, the county must choose to pay the added cost. It must file a resolution and certification of no negligence with the State Comptroller. Jolly must request participation with the State Comptroller within 18 months of the effective date to receive full plan benefits. The county pays all employer past-service costs, estimated at $69,300, and can spread payments over five years. Estimated yearly payments under that option are $15,500, including interest. The fiscal note also estimates $8,900 in added county contributions for the fiscal year ending March 31, 2026.
