Kyle Davenport gets 20-year pension credit

The law lets Kyle Davenport join the 20-year retirement plan for deputy sheriffs, even if he was in a 25-year plan before. His deputy sheriff service, including service as of May 8, 2017, counts in full toward the 20-year plan. Tompkins County must opt in within one year by filing a resolution with the State Comptroller and certifying he did not lose eligibility through his own negligence. Davenport must file his request with the State Comptroller within 18 months after this law takes effect.

County pays past pension costs

Tompkins County must pay all employer past-service pension costs created by this law. The county can spread these payments over five years. The state does not pay these past-service costs.
