The law gives Huntington eight years from the 2018 act’s start to apply for the State land. The Transportation Commissioner cannot approve the transfer unless the town files within that eight-year window. The town has eight years from that date to finish the required improvements, or the land returns to the State. The town cannot make any improvements on the site until the transfer is complete.
