New York expands native seed use
New York creates a program to increase native seed production at in-state nurseries and use in state projects. Agriculture and Markets, Environmental Conservation, and Economic Development jointly run it. Funding depends on appropriations and can support state growing operations or private suppliers that increase the state's seed supply. Eligible plants include non-invasive New York natives and non-invasive U.S. natives expected to expand into New York and the Northeast as the climate changes. Seeds and other plant parts used to grow native plants can qualify, covering varied species and genetic types. The agencies must create an eligible-seed list within one year after the section takes effect and update it at least every three years, or sooner when needed. Whenever possible and practical, the state must use native seeds for public land management, roadsides, reforestation, pollinator and habitat work, state groundskeeping and maintenance, and other agency-designated projects. The act takes effect at the same time and in the same manner as the related 2024 law identified as S. 7849 and A. 9043.
New York drops seed affordability goal
The law removes the program's goal of making native seeds commercially available in New York at a reasonable cost and in adequate supply. It does not set seed prices or require sellers to change their supply.
