City property tax shares face new limits

The law takes effect immediately and covers fiscal year 2026 in cities classified as special assessing units. Each city's local legislative body must set increases in property-class tax shares by December 1, 2025. Each class's current share can increase no more than 5% over its applicable adjusted share from the previous year. This is not a 5% cap on individual tax bills. Cities that issued 2026 tax bills before the law took effect must revise shares, reset rates, and send amended bills. The city decides when to send amended bills and which installments they include. Installments due before amended bills are sent remain governed by prior law. A homeowner's tax bill may rise or fall based on the city's allocation and tax rates.
