The law takes effect when the related change to Article 14, Section 1 of the State Constitution takes effect. Agencies can add, change, or repeal rules now so they are ready by that date.
The state must buy at least 2,500 acres of true forest land in the Adirondack Park to add to the forest preserve. This offsets use of preserve land at the sports complex. Each purchase needs legislative approval, with an accurate survey and a metes-and-bounds description.
The sports complex is on a 1,039.2-acre forest preserve parcel in North Elba. Nearby town land, including the bobsled run, is not part of the complex. No more than 322.26 acres may be used for Nordic skiing and biathlon trails and support facilities. Allowed support items include access roads, parking, restrooms, offices, day lodges, snowmaking, five kilometers of paved training trails, and an open-air Nordic stadium. Banned uses include zip lines, hotels, condos, pools, public off-road vehicles, tennis courts, and any retail structure at or above 2,200 feet. All projects must follow the Adirondack Park State Land Master Plan and be in a unit management plan under state law.
