Separate MENA groups and public reports

State agencies that collect ancestry or ethnic origin data must use separate Middle Eastern and North African (MENA) categories. They must include North African groups like Egyptian, Moroccan, Algerian, Sudanese, Tunisian, and Libyan, and Middle Eastern groups like Yemeni, Iranian, Palestinian, Iraqi, Lebanese, Israeli, Jordanian, Syrian, Armenian, and Saudi. An "other Middle Eastern or North African" option is also required. Starting January 1, 2027, agencies include these data in any ancestry or ethnic origin report and post the data on their websites each year. Agencies must keep personal identifying information confidential. If data quality is too weak for a group, the report must say so. If an agency cannot meet a deadline, it must post a public progress report at least 60 days before the deadline and update it every six months until it complies.

When the new data rules start

This law takes effect July 1, 2026. Agencies can start making or changing rules right away to be ready by that date. Section one starts on the same date and in the same way as a 2024 law that also changed the state's demographic data rules.
