John Leonard can join 20-year pension

The law lets John F. Leonard, Jr., a Rockland County deputy sheriff, join the optional 20-year retirement plan. Rockland County must file a resolution with the State Comptroller within 180 days that certifies he was not at fault for missing enrollment. Mr. Leonard must file his own election within one year of the law’s effective date. If both filings are made, the retirement system credits his service from August 1, 2020 to now under the 20-year plan.

Rockland County funds past pension costs

Rockland County must pay all employer past-service pension costs tied to this law. The county can spread these payments over five years. The fiscal note projects about $199,000 in one-time costs and about $13,000 in extra annual contributions for the year ending March 31, 2026; future amounts can vary.
