20-year retirement option for deputy John Leonard

The law lets Rockland County offer deputy sheriff John F. Leonard, Jr. an optional 20-year retirement plan. The law took effect immediately. The county must file a governing-body resolution with the state comptroller within 180 days after the law became law. It must also certify that Leonard missed earlier participation through no negligence of his own. After the county takes these steps, Leonard must file his election with the retirement system within one year of the law’s effective date. With those filings, the retirement system must credit his service from August 1, 2020, to the present under the plan.

Rockland County pays Leonard’s retirement plan costs

Rockland County must pay all employer costs for past service under this law and can spread them over five years. The fiscal note’s 2025-session estimate lists about $199,000 in past-service costs, or roughly $44,500 yearly over five years, including interest. It also estimates $13,000 in added annual contributions for the fiscal year ending March 31, 2026. These estimates use 2024 actuarial data and can change with future payroll and actuarial assumptions. The law sets no fixed dollar cost and requires no direct payment from individual residents.
