New York City owners can buy small unbuildable lots

The law lets New York City keep selling some city-owned lots to neighbors whose property touches them. The lot must be unbuildable on its own because of size, shape, slope, or zoning. The authority takes effect now and lasts until December 31, 2030. After that date, this authority ends.
