Matthew Donovan gains a 20-year retirement option

Effective immediately, the law lets Rockland County offer deputy sheriff Matthew Donovan the optional 20-year retirement plan. To offer it, the county must file a governing-body resolution with the State Comptroller within 180 days after enactment. That filing must certify that Donovan did not miss enrollment through his own negligence. Donovan must file his election with the retirement system within one year after the law takes effect. With both filings completed as required, the retirement system credits his service from August 1, 2020, to the present.

Rockland County pays Donovan's past-service retirement costs

Rockland County pays all employer past-service costs for Donovan's plan and may spread payment over five years. The fiscal note, assuming enactment in 2025, estimates a one-time past-service cost of about $174,000. Spreading that cost over five years means estimated annual payments of $38,800, including interest. It also estimates $14,000 in added annual contributions for the fiscal year ending March 31, 2026. Future annual contributions vary with salaries and billing rates; these figures are estimates, not fixed charges.
