Beginning July 1, 2025, or earlier if the New Windsor lease ends sooner, the district can affiliate with a child care institution (not St. Christopher’s Jennie Clarkson). The State Education Department and the Office of Children and Family Services must approve. Any required Dormitory Authority or Capital Facilities Financing terms also apply. For a general affiliation, the board has seven members: five chosen by the institution’s board and two public members named under 2004 law. If the district affiliates with Rising Ground, the board has five to nine members chosen by Rising Ground, plus two public members. Members serve terms up to four years. Schooling for students placed in the affiliated institution follows Article 81 of the Education Law.
Beginning July 1, 2025, or earlier if the 623 Blooming Grove lease ends, the law keeps Greenburgh North Castle UFSD No. 12 as a separate district. It sets the district’s sites, including 71 Broadway (Dobbs Ferry), 108 Shonnard Place (Yonkers), 29 Marshall Road (Wappingers Falls), and 45 East Gainsborg Avenue (West Harrison). It also includes Rising Ground properties in Westchester, the Bronx, or Dutchess where an affiliated residential treatment center runs, if the State Education Commissioner approves the building for instruction. Use of 623 Blooming Grove Turnpike (New Windsor) ends on or about June 30, 2025. Families using that site will move services to other approved locations.
