More funding for dispute resolution centers

The state funds the pilot through Community Dispute Resolution Centers. Each center can get a basic grant up to $40,000 per county it serves. The state can also pay up to 50% of approved costs above that basic grant. Money comes from state appropriations and supports setting up and running the pilot.

Free mediation and guides for child support

The law creates a free pilot to help with child support cases. It runs through Community Dispute Resolution Centers. It operates in at least two counties in a city with 1 million+ people and at least one other county in the state. Services are culturally sensitive and offered in your language. State funds pay for it, and federal child support funds can help.

Program starts 270 days after enactment

The law takes effect 270 days after enactment. The courts can issue rules now so the pilot is ready by that date.

Trained mediators, online access, and navigators

Mediators and neutrals must complete court-approved training and learn key child support rules. The program can include mediators with accounting skills for complex money issues. You can join sessions online when appropriate or attend in person. You can send and receive documents through a secure online system. Navigators give free help with court steps, objections, local enforcement services, job or training programs, and organizing and sending financial papers. Staff can be on-site to help with referrals, language needs, and documents.

Judge referral, temp orders, and court approval

At your first court date in a pilot county, the judge explains the program and your right to talk to a lawyer. If both sides consent and the case is appropriate after screening, the judge sends the case to mediation. Before referral, the judge sets a temporary child support order unless it is a modification case and orders both sides to share financial papers. If you reach a deal, the court reviews it on the record and, if proper, approves it as a court order. If there is no deal, only a partial deal, or safety issues like domestic violence, the case goes back for a hearing. The program sends the court all required financial disclosures.
