Cash for unused sick days at retirement

When you retire, you receive a lump-sum payment for unused sick leave. Count up to 300 unused sick days. Subtract 165 days. Multiply the rest by your daily pay, then divide by 5. That amount is paid and counts for retirement purposes.

Higher allowances and bonuses for State Police

The law raises several annual add‑on pays for unit members. Maintenance allowance is $3,779 (2023), $3,892 (2024), and $4,009 (2025), paid in bi‑weekly checks and counted for overtime and retirement. Expertise pay is $4,734 (2023), $5,109 (2024), and $5,609 (2025) if you are on payroll November 1; it is paid in the pay period that includes December 1 and counts for overtime and retirement. Expanded duty pay is $9,512 (2023), $9,797 (2024), and $11,860 (2025), paid bi‑weekly and counted for overtime and retirement. Holiday lump sums are $1,835 (2023), $1,890 (2024), and $1,947 (2025) if you are on payroll November 1; they are paid in a separate check in the pay period that includes December 1, count for retirement, and count for overtime beginning May 8, 2025.

More location pay in NYC and suburbs

If your main work station is in New York City, Rockland, Westchester, Nassau, or Suffolk, you get base location pay of $1,807 (from April 1, 2023), $1,861 (from April 1, 2024), and $2,461 (from April 1, 2025). You can also get supplemental location pay on top. Orange, Putnam, or Dutchess: $1,372 (from April 1, 2023) and $1,413 (from April 1, 2024 and April 1, 2025). New York City, Rockland, or Westchester: $2,400 (from April 1, 2023) and $2,472 (from April 1, 2024 and April 1, 2025). Nassau or Suffolk: $2,400 (from April 1, 2023) and $2,472 (from April 1, 2024 and April 1, 2025). These payments are added to salary, paid bi‑weekly, and count as provided in the agreement.

One-time $3,000 payment for unit members

If you are in continuous service from September 26, 2024 through July 25, 2025, you get a one‑time $3,000 payment effective July 25, 2025. It is prorated if you are not paid on an annual basis. It is not part of salary and not pensionable. You are not eligible if you left state service during the period unless you retired directly from active employment. You also cannot get this if you already received a lump sum as a member of another bargaining unit.

Longevity, seniority, and degree pay

Longevity awards start after 6 years of service and are paid each year on your anniversary. Amounts are $556/$608/$659 (6–10/11–15/16–25 years) starting April 1, 2023; $573/$626/$679 starting April 1, 2024; and $590/$645/$699 starting April 1, 2025. At 8 years of service you also get $1,519 a year in seniority pay, paid bi‑weekly. If you hold an accredited degree earned on or after April 1, 2001, you get a yearly lump sum: $250 (associate), $500 (bachelor’s), or $750 (graduate). Only one degree is paid per year; payments are made in June and count for retirement. Extra pay continues when you are named a unit coordinator, acting senior investigator, or acting administrative senior investigator, and it counts for overtime and retirement.

More members get seniority pay

Starting May 8, 2025, more unit members qualify for seniority pay. You qualify with eight or more years in the New York State Police, or if you are a sergeant, or if you took the sergeant exam and are on the promotion list.

New base pay for investigators and seniors

The law sets and updates base pay schedules for Bureau of Criminal Investigation investigators and senior investigators. For investigators, new schedules take effect April 1, 2023, then update April 1, 2024 and April 1, 2025. For senior investigators, new schedules take effect April 1, 2024 and again April 1, 2025. Pay is set by years of service and where you work (New York City; listed downstate counties; or all other counties). These are the legal base salaries for those appointed to BCI by the superintendent.

State funds to pay contract costs

The state sets aside $43.7 million in the general fund to carry out this agreement for costs from April 1, 2023 through March 31, 2026. Smaller set‑asides also cover the Health Benefits Committee ($19,000), Professional Development Fund ($309,000), Employee Benefit Fund ($210,000), and Contract Administration ($50,000). The budget director must approve spending before money is used. Starting April 1, 2025, the comptroller may use available appropriations to pay amounts due, and the budget director can move funds if needed. These funds cover liabilities incurred during April 1, 2023 through March 31, 2026.

Back pay when raises start late

If your new salary is not yet in your paycheck, you get your current rate as partial pay. When the new salary starts, you get a lump sum for the difference you were owed. The lump sum is paid as soon as practicable. No interest or penalties are added to the back pay.

Funding for training, health, and benefit fund

The law funds the unit’s training and health committees and an employee benefit fund. Professional development gets $99,829 (Apr 1, 2023–Mar 31, 2024), $102,824 (Apr 1, 2024–Mar 31, 2025), and $105,909 each year starting Apr 1, 2025 for tuition reimbursement, a master’s program, and the employee assistance program. The health benefits committee gets $6,095 (2023–2024), $6,278 (2024–2025), and $6,466 a year starting Apr 1, 2025, split half to the state and half to the employee organization. The director must also make scheduled payments on Apr 1 of 2023, 2024, and 2025 to the employee organization to run an employee benefit fund, based on the number of full‑time salaried staff on the March 1 payroll.

Monroe County location pay continues for investigators

Members whose main work location is in Monroe County keep getting $200 a year in location pay if they were on payroll on March 31, 1985 and have received this pay every year since. You must remain otherwise eligible to keep it.

When raises show up in paycheck

Pay raises under this law are added at the start of the payroll period whose first day is nearest the raise’s effective date. If two periods are equally near, the earlier one applies. For reclassifications, the raise is effective on the date set in law even if payment is earlier or later. Payment can be deferred as the law allows.
