The law keeps stronger public-hearing rules for state agency rulemaking. It applies to any rule with a notice of proposed rulemaking or a regulatory agenda description published from January 1, 2023 through December 31, 2026. The 2021 changes now expire and are repealed on January 1, 2027. The act itself takes effect immediately.
