The law lets Cortlandville stop using a 0.03-acre park parcel and lease it to Park Outdoor Advertising to put up and run an electronic sign. The lease must be at fair market value, set by the town board, and can last up to 10 years. All lease money must be used to buy new parkland or make capital improvements to parks. If the sign use stops, the lease ends, the sign is removed, and the land returns to public park use. If the park got federal funds, the town must meet federal rules first, including equal-value, equal-use substitute land; the law also confirms any past transfer of this parcel.
