No fees for stillbirth and pregnancy-loss certificates

New York eliminates fees to issue stillbirth or pregnancy-loss certificates. The state health department and, in New York City, the Health Department cannot charge for these certificates. Local registrars also cannot charge a fee for a pregnancy-loss certificate. The law also removes any prior state rule that allowed these fees. This takes effect on the same date as the related 2025 law on these certificates.
