Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 2 costs, 1 mixed.

Big fines for unlicensed elevator work

Contractors and others who use unlicensed elevator mechanics face civil fines after notice and a hearing. The Commissioner can fine up to $10,000 per violation. A second or later violation within three years can be up to $20,000 per violation. The Commissioner reports violations to the board every quarter.

Temporary licenses for elevator apprentices

During a verified shortage, the Commissioner issues 90‑day temporary licenses to elevator apprentices. You must be enrolled in an elevator apprenticeship and have at least 4,000 hours of elevator industry experience. The license is valid only while you work for the licensed contractor who requested it. It can be renewed while the shortage lasts. The Commissioner sets the fee for this temporary license.

Elevator licensing start delayed and repeal

The 2025 elevator licensing changes now start on the 180th day after that chapter becomes law. The law also repeals Labor Law section 958.

Annual training to renew elevator licenses

License holders for elevators and accessibility lifts must finish at least eight contact hours of training each year before renewal. The Commissioner approves courses and providers and keeps a public list. The board reviews the requirements each year and may recommend programs.
