The law requires the economic development department to give technical help to any municipality, upon request, after a college or university closes. Help covers worker retraining, attracting new employers, plans for former campus land and buildings, and guidance on dealing with creditors. The State does not join any lawsuits under this help. This authority now sits in the Economic Development Law, replacing an earlier rule in the Executive Law.
