Counties must create EMS plans for all residents

Each county, with its regional EMS council, holds meetings with its cities, towns, and villages to create and maintain a county EMS plan that covers all residents. A county EMS coordinator or another county designee leads the process. The plan must assess current service in each area, identify gaps, set who will provide service and the structure used, and include cost estimates where more service is needed. It must name the responsible provider in each area or note any area with no provider, and state how costs will be allocated. Plans can use municipal or intermunicipal service, nonprofit or private contracts, special districts, or regional agreements, and must list needed local actions like agreements or forming a district. Counties must submit the plan electronically to the Health Department, the regional EMS council, and the state EMS council within six months of the section’s effective date.

State health department guides and reviews EMS plans

The Department of Health publishes a model county EMS plan on its website. It may consult state and regional EMS councils when creating this guide. When a county submits its plan, the department reviews it and sends written feedback and recommendations within 60 days. This state review helps counties improve coverage and coordination.
