Deep cuts to horseshoe crab quotas

Commercial horseshoe crab harvests face steep caps. The state must limit the annual quota to 75% of the 2025 plan in 2026, 50% in 2027, and 25% in 2028. These limits are based on the 2025 Horseshoe Crab Quota Distribution Plan. The caps apply only to commercial harvesters. The quota mandate ends January 1, 2029.

State can set crab harvest rules

The state environmental agency can set rules for taking, keeping, moving, and selling crabs, including horseshoe crabs, through December 31, 2029. Rules can set size limits, catch and possession limits, open and closed seasons (including lunar closures), closed areas, gear and effort limits, a ban on taking crabs in amplexus, permits, and recordkeeping. Rules must stay consistent with Atlantic States Marine Fisheries Commission and federal fishery plans. The non‑horseshoe crab section starts January 1, 2029. Sections one and two start on the same date as a 2025 state law update to crab rules.
