The state pays salaries for payrolls set from April 1 to April 16, 2026. It provides $835.756 million to cover those paychecks, including some earlier liabilities. It also sets aside $620.0435 million for fringe benefits. That includes $514.422 million for employee and retiree health and $55 million for Social Security. Funds apply to accounts the budget director approves.
The law provides about $4.53 billion in state funds to support Medicaid services starting April 1, 2026. It also caps total state‑funded Medicaid spending at $36.0992 billion from April 1, 2026 to March 31, 2027, with limited adjustments by the budget director. If projections go over the cap, health officials must post a savings plan 30 days before it starts, unless there is a public health emergency. That plan can change payment rates or methods, or modify or end some benefits, subject to federal law and approvals.
The state deposits $540 million into the Unemployment Insurance Benefit Fund starting April 1, 2026. This money pays unemployment checks under state law and federal programs like Disaster Unemployment Assistance and Extended Benefits.
The state pays $32 million for operating bills owed from April 1–16, 2026. It also pays capital project bills from that period. There is $10 million for contracts approved before April 1 and $20 million for contracts approved after April 1. The budget director must approve any transfers or suballocations.
The courts pay payrolls and benefits due April 1–16, 2026. They get $85 million for salaries and $62.25 million for fringe benefits like health, pension, and Social Security. The courts also receive $13 million to pay operating bills from that period. Another $11 million pays aid-to-localities amounts the courts owe for April 1–16.
The state provides $262.533 million to repay 29% of eligible Safety Net Assistance costs. Big districts (over five million people) can only get family homelessness and eviction prevention supplements. Rent help uses the January 1, 2021 maximum plus later fair market rent increases, and it never drops if fair market rent falls. OTDA can withhold paybacks if a district misses required plans or reports. In smaller districts, reimbursement can rise to 100% when approved Medicaid managed care savings are used.
The state provides $385,000 to pay annuities to blind veterans and eligible surviving spouses. Up to $15,000 may cover program administration. It also funds $90,000 for advice and housing help for homeless veterans. These supports start April 1, 2026.
The state pays 62% of eligible local adoption subsidy costs. It sets aside $20.34 million for these payments. Local districts usually must file claims within 24 months, unless the commissioner and budget director approve a waiver for good cause.
Agencies cannot spend this money until the budget director issues and files a certificate. The legislature and the judiciary are exempt from this rule. When the regular budget is enacted, the comptroller must move these emergency charges to the new budget lines. The act is in force on and after April 1, 2026, and these temporary funds end when those transfers are done.
