How processors can sell and ship

Beginning November 1, 2026, licensed processors can turn marijuana into concentrates, edibles, and other products. They may sell only wholesale to dispensaries or other processors, and those wholesale sales are not taxed. Processors cannot sell directly to patients or caregivers, but they may make a concentrate for a patient for a fee. Marijuana may cross state lines only if federal law allows it.

New food-safety and reporting rules

Beginning November 1, 2026, OMMA provides edible preparation standards that align with food-safety guidelines and cannot be excessive or punitive. OMMA may inspect processors up to twice a year. You must fix issues within one month or pay $500 for each unresolved issue. By the 15th each month, file a report with pounds bought, processed, and wasted, plus total wholesale sales in dollars. OMMA oversees compliance for products that use marijuana as an additive.

New rules to get a processor license

Beginning November 1, 2026, Oklahoma issues two processor licenses: nonhazardous and hazardous. To qualify, the applicant must be at least 25, registered to do business in Oklahoma, and disclose all owners. Individuals must be Oklahoma residents; for companies, all managers and board members must be residents. Nonresident ownership is capped at 25%. Recent felonies block a license (nonviolent within 2 years, any felony within 5 years), and anyone in custody or incarcerated is ineligible. The application is online, fees follow Section 427.14, and OMMA must decide within 90 business days.

Marijuana devices legal to sell

Beginning November 1, 2026, devices used to process or consume medical marijuana are legal to make, sell, distribute, and possess. Sellers, makers, and owners are protected from undue harassment or prosecution for these devices.

Clear THC labels and kid-safe shapes

Beginning November 1, 2026, edible packages must show THC servings per package and THC per serving. Drinks must show servings per container and THC per serving. Edibles cannot be attractive to kids, shaped like humans, cartoons, or animals, or look like commercial candy.
