The Department of Human Services has a revolving fund in the State Treasury to run the 2-1-1 helpline. It is a continuing fund that does not expire each year. The fund holds money the Legislature appropriates to keep a robust 2-1-1 system. DHS can budget and spend from this fund for 2-1-1. The State Treasurer pays bills after DHS files claims as required by law. The act declares an emergency and also states an effective date of July 1, 2026.
Money from the 2-1-1 fund cannot be used to give referrals, information, or help to any group that performs, promotes, or helps with abortions. 2-1-1 must instead give priority to crisis pregnancy centers, adoption agencies, and other resources that support expectant mothers and families. DHS must run yearly audits and report to the Legislature to check these rules are followed. The act declares an emergency and also states an effective date of July 1, 2026.
