Emergency clause and July 2026 start

The law declares an emergency, so it is in force from and after its passage and approval. It also sets July 1, 2026 as the Act’s effective date. The immediate clause applies where it overrides the later date.

Workers’ comp assets move, staff protected

The law moves money, property, records, staff, and debts from older workers’ compensation bodies to the Oklahoma Workers’ Compensation Commission and successor boards. It covers items that existed before February 1, 2014, and Advisory Council records as of July 1, 2026. Funds from the court’s special account, with interest, now sit at the Commission and can be used only to pay self‑insured employers’ workers’ comp bills and related administration, as money is available. The Self‑Insurance Guaranty Fund’s assets move to the new board, which takes over all pending cases and all liabilities. Multiple Injury Trust Fund staff keep all accrued leave, retirement, and longevity; pay cannot be cut because of the move, and there is no reduction‑in‑force. The Office of Management and Enterprise Services coordinates these transfers, and Section 85A‑121 is repealed.
