Beginning July 1, 2026, the state sends $100 million each year to the ROADS Fund. The cash is paid by July 30 and must cover bond principal, interest, and costs first. The law also sets a total ROADS Fund goal of $610 million each year starting with the fiscal year that began July 1, 2025, paid in 12 equal monthly amounts. Earlier targets were $575 million (FY 2021) and $590 million (FY 2022).
If the budget office declares a General Revenue Fund revenue failure, ROADS Fund payments are cut by the same percent as state agency cuts. Cuts apply for the whole fiscal year and in any month required. Bond payment amounts needed to meet debt are protected.
After the main ROADS payments, the state sends $2 million per year to the Tourism and Passenger Rail Revolving Fund for the Heartland Flyer. It also sends $3 million per year to the Public Transit Revolving Fund for other transit uses. Each amount is paid in 12 monthly parts.
From July 1, 2025 through June 30, 2033, the state uses $20 million each year from the ROADS Fund for highway weigh stations. The money pays to build, repair, and maintain these sites. The funding ends after the 2032–2033 fiscal year.
The act declares an emergency and takes effect on passage and approval. It also sets July 1, 2026 as the law’s normal start date.
