The State Purchasing Director may create an advisory group made up of exempt agencies. The group advises on shared contracts, buying platforms, joint purchases, and procurement technology. If the Director invites an exempt entity, that entity must take part. The Director may also invite local governments and local school entities to join.
The law lets the Oklahoma Tourism and Recreation Department skip the Central Purchasing Act for single purchases of merchandise for resale up to $75,000. It covers items sold online, in publications, or in department shops like lodges, gift shops, golf pro shops, and restaurants, and purchases to produce that merchandise. The Department is added to the list of exempt entities for these purchases only. This exemption does not cover leasing or contracting for state-owned restaurants in state parks; those must still follow the Act.
