In-state tuition and aid for Oklahoma grads

Students who graduated from an Oklahoma high school and lived in Oklahoma with a parent or guardian for at least two years before graduation can get in-state tuition. They must meet State Regents admission standards and enroll in a state college. If they lack proof of U.S. nationality or lawful status, they can give a copy of a filed application with U.S. Citizenship and Immigration Services (USCIS), or sign an affidavit promising to apply. If they use the affidavit, they must submit the USCIS filing within one year of enrollment, or within one year after a formal filing process becomes available. For state scholarships and financial aid, they cannot be denied because of immigration status if they meet the school and residency rules, meet admissions, enroll, and provide a copy of a filed USCIS application.

No in-state tuition or aid without lawful status

People who are not lawfully present in the United States are not eligible, based on Oklahoma residence, for resident tuition, state scholarships, or state financial aid. The only exception is the pathway in this law for certain Oklahoma high school graduates who meet admission, residency, and USCIS filing rules. For others, college costs stay at out-of-state rates and no state aid is available.

Earlier enrollees keep past in-state tuition

If you were enrolled in a degree program in 2006–2007 or earlier and you received resident tuition then, the new bar on in-state benefits for those not lawfully present does not apply to you. You keep your resident tuition at that school. The State Regents can write rules to run this exception.

Regents set rules for eligibility paperwork

The Oklahoma State Regents for Higher Education can adopt rules to carry out these residency, documentation, and scholarship provisions. They set standard forms, deadlines, and record-keeping so colleges apply the law the same way.
