The State Regents set a model policy for research with private partners at Oklahoma public colleges. It covers using campus labs, equipment, and ideas; school investments or royalties; and how revenues are shared. The policy creates tiered ownership based on the technology’s revenue and requires inventor pay competitive with peer schools. Schools must inform faculty, staff, students, and outside researchers, and keep records of research with intellectual property potential. Schools must track R&D costs, private deals, equity stakes, royalties, and gains or losses, and encourage work in fields like medical, biotech, energy, telecom, chemical, industrial, and aerospace and defense, even when ideas can’t be patented.
All policies made under this law are reviewed every seven years. The review checks that pay, ownership, and other rules stay competitive with similar colleges.
The law declares an emergency, so it takes effect upon passage and approval. The law also states an effective date of July 1, 2026.
