Beginning November 1, 2026, a veteran’s grandchild can view or copy the veteran’s DD Form 214 kept by the county clerk. The law also allows the veteran, the spouse, the child, a guardian, or someone with power of attorney for the veteran, spouse, or child to access it. An executor or administrator with a court order, a U.S. Department of Veterans Affairs representative, a funeral director with a signed contract from the person paying the veteran’s funeral costs, or anyone a court authorizes may also access it.
Beginning November 1, 2026, county clerks keep DD Form 214s separate from public files and share them only with people the law allows. Clerks must keep a public list of veterans who filed these forms, including forms filed before July 1, 2002. Clerks must record the name and address of everyone who views or copies a form. Clerks are not liable for harm that happens because someone obtained, copied, or viewed a DD Form 214.
