Beginning Nov 1, 2026, violating the licensing rule is a misdemeanor. A first conviction brings a $1,500–$2,000 fine, up to 30 days in jail, or both. A later conviction brings a $1,500–$2,000 fine and at least six months in jail. Any conviction also revokes your guide or outfitter license: 1–10 years for a first (1 year if not set), and 3–10 years for later (3 years if not set). During revocation, you cannot get any hunting or fishing licenses. You must surrender the revoked license. A guilty plea, no-contest plea, or deferred adjudication counts as a conviction.
Beginning Nov 1, 2026, anyone paid to guide or outfit waterfowl or crane hunts in Oklahoma must hold a state outfitter or guide license. You must be 18 or older and show valid ID that proves age and residency. Outfitters must carry at least $1,000,000 in liability insurance. Assistants who oversee hunts in the field need a guide license and must work under a licensed outfitter. Annual fee caps: up to $1,000 for resident outfitters ($2,000 nonresident) and up to $100 for resident guides ($200 nonresident). The Wildlife Department will issue rules to run the program.
Beginning Nov 1, 2026, some people and places are exempt. Resident landowners guiding on their own land or agricultural lease are exempt, as are their employees or direct agents on that land. Land licensed as a commercial hunting area or a feral hog hunting facility is exempt, and certain rural lessees with primary agricultural use can be exempt. Licensed guides cannot run guiding businesses on lands owned, managed, or leased by the Wildlife Department or the Tourism Department. These rules do not waive other hunting licenses you must hold.
